Error: "Error 1606. Could not access network location" when installing Norton SystemWorks™
Situation:
While installing Norton SystemWorks under Windows XP, you see the error message "Error 1606. Could not access network location <Common Administrative Tools> \AllUsers." The installation may proceed, but not all Norton SystemWorks components are installed.
Solution:
This problem is caused by an incorrect path in the registry. In most cases, this happens when the Windows operating system was upgraded from Windows 98/Me to Windows XP (Home or Professional). The solution requires editing the Windows registry.
Make the following changes to the registry. After finishing each section, start the Norton SystemWorks installation to determine whether the error message appears. If the error message does not appear, the problem is fixed. If the message appears, continue with the next section.

To change the Common Programs path under HKEY_LOCAL_MACHINE
- On the Windows taskbar, click Start > Run.
- In the Run dialog box, type regedit and then press Enter.
- In the Registry Editor, navigate to the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
- In the right pane, double-click Common Programs.
- In the Edit String dialog box, in the Value Data box, delete all text before \Start Menu\Programs.
- Type %ALLUSERSPROFILE%. The data should look like:
%ALLUSERSPROFILE%\Start Menu\Programs
- Click OK.
- If you see the value Common Administrative Tools in the right pane, repeat steps 4 through 7 for that value. The data should look like:
%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools
- In the Registry Editor, on the Edit menu, click Find.
- In the Find dialog box, in the Find What box, type--or copy and paste--the following:
55EB66EFB74A75B4D9E26680831FE059
Note: These are zeroes, not capital O's.
- In the section headed "Look at," make sure that Keys, Values, and Data are checked.
- Click Find Next.
- Click the 55EB66EFB74A75B4D9E26680831FE059 key.
- Press Delete, and then click Yes to confirm the deletion.
- Press the F3 key to search for the next instance of this key.
- Repeat steps 13 and 14 for each key that is found until you see the message that the Registry Editor has finished searching.
- Close the Registry Editor.
- Restart the computer.
- Reinstall Norton SystemWorks.
Change other paths under HKEY_LOCAL_MACHINE
If the problem continues, perform the previous procedure. This time, repeat steps 4 through 7 for each value that is listed under the User Shell Folders key.
When done, ensure that all values under the User Shell Folders key start with
%ALLUSERSPROFILE%
For example:
- %ALLUSERSPROFILE%\Application Data
- %ALLUSERSPROFILE%\Desktop
- %ALLUSERSPROFILE%\Documents
- %ALLUSERSPROFILE%\Favorites
- %ALLUSERSPROFILE%\Start Menu
- %ALLUSERSPROFILE%\Start Menu\Programs\Startup
- %ALLUSERSPROFILE%\Templates
Change the Common Programs path under HKEY_CURRENT_USER
If the problem continues, perform the "To change the Common Programs path under HKEY_LOCAL_MACHINE" procedure.
This time, in step 4, use the key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
Change other paths under HKEY_CURRENT_USER
If the problem continues, perform the "To change the Common Programs path under HKEY_LOCAL_MACHINE" procedure.
This time, in step 4, use the key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
Repeat steps 4 through 7 for each value that is listed under the User Shell Folders key.
When done, ensure that all values under the User Shell Folders key start with
%ALLUSERSPROFILE%
For example:
- %ALLUSERSPROFILE%\Application Data
- %ALLUSERSPROFILE%\Desktop
- %ALLUSERSPROFILE%\Documents
- %ALLUSERSPROFILE%\Favorites
- %ALLUSERSPROFILE%\Start Menu
- %ALLUSERSPROFILE%\Start Menu\Programs\Startup
- %ALLUSERSPROFILE%\Templates
