Errors occur in Windows Update under Windows Me when Norton System Doctor is active

Situation:
When you run Windows Update on a computer with the Windows Millennium Edition (Windows Me) operating system, you see the error message "Download and Installation Failed." This seems to happen only when running Norton System Doctor. You may also notice that the C:\Windows\Inf folder contains thousands of 0-byte Oem*.inf files.

Solution:
Microsoft has confirmed that this is a bug in Windows Me, and has created a patch that deals with the problem. This patch is referenced in the document Computer Stops Responding (Hangs) During Setup, Installing Updates, or Adding New Hardware -- Q281967.
