To change the order of a rule set

Norton 360 uses a top-down matching approach for firewall rules. This means that Norton 360 starts with the first rule in the list and tries to match inbound and outbound communications to each rule in succession in the list. If a match is found, the rule is applied to the communication. Norton 360 stops looking for matches if a match is found. If no match is found, the communication is permitted by default.
1
Start Norton 360.
2
Click Task and Settings.
3
Click Change Advanced Settings.
4
Click Firewall Protection Settings.
5
On the Firewall General Rules tab, select the rule that you want to move, and then click Move Up or Move Down.
