Error: "Cannot locate ccSetMgr.exe or one of its components" while installing Norton Internet Security

Situation:
While installing Norton Internet Security, you see an error message similar to the following, and the installation fails: "Cannot locate ccSetMgr.exe or one of its components." You may also see the error message, "Windows cannot find ccSetMgr.exe."

Solution:
This problem is caused by a specific registry entry that was not deleted during the uninstallation of a previous Norton program. To fix this problem, start with the first section, "To remove leftover Symantec registry entries," and follow the instructions from there.
