Error: "NAVSETUP.EXE has performed an illegal operation and will be shut down 016:00435422:" when installing Norton AntiVirus 2004

Situation:
During the installation of Norton AntiVirus 2004, you see the error message "NAVSETUP.EXE has performed an illegal operation and will be shut down 016:00435422" and the installation stops.

Solution:
This error is caused if the Windows Installer files are mismatched because of a failed attempt to update the Windows Installer during the installation of Norton AntiVirus. Follow the steps in the next section to fix the problem.


Reinstall the Microsoft Windows Installer and then reinstall Norton AntiVirus
In some cases, the Microsoft Windows Installer must be reinstalled before installing Norton AntiVirus.

To download and install the latest version of the Microsoft Windows Installer
For instructions on downloading and installing the latest version of the Microsoft Windows Installer, read the document Reinstalling the Microsoft Windows Installer.

After reinstalling the Microsoft Windows Installer, go on to the next section, "To reinstall your Norton program."

To reinstall your Norton program
Follow the instruction in Reinstalling your Symantec program after a failed installation or after you see error messages to start the computer without any programs running on startup and then reinstall your Norton program. If the problem happened when uninstalling the program, then try uninstalling the program after the program has been successfully installed.
