In the Run dialog box, type the following text:
msconfig

In the System Configuration Utility, on the Services tab, make
sure that Symantec Core LC is checked.
 If you do not see an entry for Symantec Core LC, then skip to
"What if this didn't work?" following line 11.

Click Apply, and then click OK.

Click Start > Settings > Control Panel > Administrative Tools
> Services.

In the Services utility, right-click Symantec Core LC, and then
click Properties.
 If you do not see an entry for Symantec Core LC, then skip to
"What if this didn't work?" following line 11.

In the Startup type drop-down list, click Manual.

If the Service status entry is set to Stopped, then click Start.

Click Apply, and then click OK.

Restart the computer.
