Why Norton AntiVirus cannot access the file
  • The file is in a temporary place hidden by the operating system
  • Windows hides the Temporary Internet Files folder and the Windows Temp folder
  • The file is running in memory and not is written to the hard drive
  • Your permissions are not configured to access the file
