Symantec AntiVirus (SAV) service fails to start with error 2000005F

Situation:SAV service fails to start with error 2000005F. You may also find that secure web pages (https) cannot be opened and/or there could be problems using the "Windows Update" web site.

Solution:This may by due to "Domain Policy" setting. If a "Software Restriction Policy" is in place, check the "Trusted Publishers" properties of any such policy. If "Allow the following users to select trusted publishers" is set to any thing other than "End users" the SAV service will fail to start and you may have other difficulties with signed EXE/DLL files or secure web sites.

This may also be due to digital signing issues within Windows itself. For example, if a specific error message is received while using "Windows Update" or other secure site, search Microsoft.com for the error message and a possible solution.
